Feeling Guilty about calling in about a rescue/hoarder...?

Unless her personal pets were living in better conditions she will NOT be getting them back. Why do you feel guilty? Guilt means you did something wrong and you did NOTHING wrong. This woman had taken too much on and refused to scale things back or ask for help. If you hadn't reported her she would have kept going as she was until someone else possibly did.
