The name of an animated film with two mice, a girl and a pet cat?

It is not An American Tail, Ratatouille, The Rescuers or The Great Mouse Detective. I think it came out in the 90's. In one scene, the girl sings a song and imagines she is an angel. In another, she is taken captive by a bad man. It takes place sometime before the automobile. People used horse and wagon to get around. There were lots of snowy scenes. Please help!:)
